Texas House Passes Legislation Requiring Recycling of Retired Solar and Wind Energy Systems

In May 2025, the Texas House of Representatives passed HB 3228 and HB 3229, requiring solar and wind energy projects to recycle all reusable components at the end of their operational life and properly dispose of non-recyclable materials. The legislation also mandates that project agreements disclose the estimated cost of removal and recycling to landowners, strengthening accountability and transparency within the renewable sector.

The bills received unanimous support from industry stakeholders and mark a significant step toward responsible end-of-life management for renewable infrastructure. With Texas projected to add 41 GW of solar capacity in the next five years—more than any other U.S. state—this policy sets a critical precedent for sustainability and circular economy practices in the clean energy industry.
